WASHINGTON, IN – The Washington Police Department’s 2nd shift made several arrests on October 20. In the first incident, at approximately 3:30 PM, officers conducted a traffic stop at W. Van Trees and NW 8th St. The driver, 44-year-old Jack Carpenter, was discovered to have an active Failure to Appear Warrant from Daviess County for charges of fraud and theft. During the stop, K9 Fin alerted to the presence of illegal narcotics, leading to a search of the vehicle. Officers found methamphetamine, controlled substance pills, and drug paraphernalia. The passenger, 42-year-old Sarah Carpenter, was also arrested on narcotics-related charges.
Around 6:45 PM, officers were dispatched to a residence on W. Main St. following a report of an altercation. Upon arrival, officers heard yelling from inside the home. They knocked on the door, which was answered by 41-year-old Cecil Estill. However, Estill locked the door when asked to step outside. Officers gained entry into the residence and encountered Estill again. During the arrest, officers attempted to use a taser, which proved ineffective. Estill was subsequently taken into custody without further incident. Officers discovered that Estill had allegedly confined the victim to a corner and possessed an item that could have been used as a weapon. Estill now faces charges of attempted domestic battery with a deadly weapon, criminal confinement, and resisting law enforcement.
At approximately 8:50 PM, officers responded to McCormick St. after receiving reports of a male individual walking along the road, loudly shouting and using profanity. During this incident, officers encountered 46-year-old Donnie Watt, who had an active warrant from Clark County for invasion of privacy. Watt was arrested without any issues.
