Washington City Council Reviews Budget, Policy Changes, and Holiday Plans

Washington’s City Council had a short agenda for the last meeting in November. The first order of business was the approval of two transfers within the Street Department budget. $144,000 was transferred from ARPA funds to make an early payoff on a lease for trash equipment; the second transfer of $47,000 went to machinery and equipment.

The Council also approved a limited amendment to the city’s purchasing policy to allow for down payments for certain specialized orders.

The Council also approved a change in the City Employees Handbook. Under current policy, city employees are required to live in Daviess or an adjoining county. The Council tweeked the policy to allow existing employees the ability to live in a non-adjoining county with the mayor’s approval.

In other business, Angela Quast delivered the state-mandated MS4 report on the city’s waste water and hazardous waste departments. Quast said the city currently has issued 9 active permits and has done 34 inspections. She told the council that two violation letters were issued. Quote said one violator is in line to receive a third violation notice, which will include a fine.

The Council also approved the city’s holiday schedule for 2025. The city schedule will mirror the county’s schedule.

At the end of the meeting, Mayor Rhoads reminded everyone about Christmas in the Park and Christmas on Main Street. Christmas on Main from 10 a.m. to 9 p.m. on Dec. 7, with the parade beginning at 6 p.m. Then Christmas in the Park from 6 pm to 9 pm on Dec. 5 and Dec. 17.
