A Loogootee business owner has been arrested for violating sexually violent predator restrictions. Allen Wiscaver, owner of Humble Dawgs & Catering, was taken into custody on March 13 by Martin County Sheriff’s Deputy Nash on a warrant for Unlawful Employment Near Children by a Sexual Predator, a Level 5 Felony. Authorities say Wiscaver operated his catering business inside the Loogootee Public Library after being hired by an agency using the library as a training location. Wiscaver has multiple past convictions for Sexual Misconduct with a Minor, classifying him as a Sexually Violent Predator in Indiana. He has also been previously convicted of violating his predator status conditions. Wiscaver is currently being held without bond in the Martin County Jail. The Martin County Sheriff’s Office reminds residents that their mobile app provides a tool to track registered sex offenders in the area and submit tips. The department reported a record number of nearly two dozen violations by registered offenders in 2024, crediting the increase in enforcement to public tips, technology advancements, and additional staff monitoring offenders. Authorities urge the public to remain vigilant, emphasizing that sex-related offenses and human trafficking cases continue to rise, even in small rural communities. In recent hours, officials have also arrested a Loogootee resident on multiple sex-related and human trafficking charges and assisted in locating a missing juvenile from Martin County in Florida. All suspects are presumed innocent until proven guilty
